The School of Nursing (SoN) has an outstanding opportunity for a Director of Finance and Administration. The Director is responsible for the administration and operations of the school, including the Office of the Dean, three departments and multiple centers and programs. This position serves as a strategic-level advisor to the School's leadership; represents the Assistant Dean at meetings and committees; and with delegated authority, develops designs, directs and manages the financial reporting & budgeting activities for the School.

Duties and Responsibilities:

Finance and Administration

Analysis and Reporting:

  • Direct the development of various financial and administrative reports and compile data for forecasting, trending and analysis as part of the cost accounting and analysis system to support leadership decision-making in regards to the SoN Strategic Academic Business Plan (SABP).

  • Represent the UWSoN in response to the administrative and financial survey/reports from the UW central offices.

  • Facilitate the Compilation of data and prepare periodic annual reports for the School of Nursing.

  • Oversee the creation and implementation of tracking and reporting returns in investments and impacts of decisions of school leadership.

  • Direct the creation and implementation of new metrics and KPIs which are predictors of the school's success.

  • Direct the preparation of business analyses, proposals and implementation plans for new programs, and the analyses of adjustments to existing programs, support goals outlined in the UWSoN SABP.

  • Oversee financial analyses, proposals and recommendation for the new programs/systems, and the analyses of changes to existing programs.

  • Lead reporting and budget projection processes and templates for the UWSoN units and academic departments; and assist them in completing the reports and projections.

  • Serve as a resource to the COO in the development, coordination and implementation of new/revamped administrative systems and manage project team(s) comprised of departmental personnel, Finance & Administration personnel and appropriate Information Systems staff.

  • Direct the provision of analyses and recommendations on special grant management projects (ex. NRSA Fellowship, Dean's office grants reorganization, etc.) for the COO and senior management.

  • Preside over data analysis and assist unit managers in the development of quarterly budget forecasts.

  • Oversee School of Nursing RCR allocation and salary recapture processes.

  • Analyze the calculations from UW central office and SoN historical data, prepare summary for decision making.

  • Control financial reporting to ensure appropriate information is available to senior leadership for risk management and resource allocation purposes.

  • Streamlining operations to align with the business needs of the school.

    Strategic Planning:

  • Provide central direction and oversight to the development of various strategic financial and administrative plans for the Academic departments and key Dean's office units.

  • Establish Dean's office unit's quarterly budget forecast process.

    Perform data analysis and assist unit managers to develop unit quarterly budget forecast.

  • Coordinate presentations of strategic administrative and financial plans throughout the UWSoN and other outside entities.


    Budget Management:

  • Oversee development, implementation, and management of UWSoN budgets, including the school-wide annual budget planning process.

  • Develop and manage School of Nursing State budget biennium closing process.

  • Direct the PCE budget process: course assignments, budgeting, reconciliation, allocation or surplus, point of contact for EO, final approval of budget and changes

  • Direct the summer quarter budget process

    Compliance/Risk Management/Post-award grant management:

  • Develop and implement a school-wide internal audit plan.

  • Interpret and integrate federal, state and University policies and regulations.

  • Promote compliance and manage risk in accordance with UW and SoN policies.

  • Integrate knowledge of compliance policies into department/unit operation, guide full implementation within the departments and units.

  • Perform on-going school-wide random audits on federal grants costs.

  • Consult with UWSoN senior management and appropriate department(s) to identify and define key issues and areas of risk and concern.

  • Examine and analyze fiscal and/or administrative records, and institutional practices and procedures for compliance with internal and external regulations and policies.

  • Report to leadership on investigation results, provide risk assessments, and make recommendations for improvement in operational policies and procedures, make recommendations for training.

  • Lead reviews of account reconciliation and financial reports in areas such as the Annual budget, Continuing Nursing Education, Educational Outreach Courses and Grant and Contract Activities.

  • Consult with the department(s) or areas being review to establish an appropriate management/oversight structure for the project as is appropriate.

  • Direct external/internal audits as necessary to satisfy special requests for information by entities external to the UW School of Nursing and provide oversight to departments and units on internal/external audit process, to resolve audit issues; and, make recommendations, and follow up on implementation.

  • Provide policy interpretation and guidance to the Academic departments and Dean's office units on post award grands and contracts management issues.

  • Develop process for Dean's office to monitor Departments and Dean's office units on grant closing and deficit status.

  • Provide analyses and recommendations on special grant management projects (ex. NRSA Fellowship, Dean's office grants reorganization, etc.) for the Executive Director of Finance & Administration and senior management.


    PROCESS IMPROVEMENT

  • Examine controls, analyze for effectiveness, develop plan for improvement if necessary and review with management.

  • Review operations for efficiency, and propose improvements in alignment with the SoN Strategic Academic Business Plan (SABP).

  • Develop and negotiate recommendations to the School/Department's senior management, which provide necessary guidance and resolution to identified problems. These must also be responsible to the needs articulated by the department(s) where each project is based.

  • Utilize LEAN or other organizational development tools to support leadership's continued refinement of its strategic plan, achievement of goals, understanding of all processes, and development of sustainable academic business plan.

  • Collaborates to maintain a supportive and inclusive environment.

  • Supports Balanced Scorecard measurement and reporting efforts.

  • Identifies and adapts best practices from other UW units, Nursing peers, etc.

  • Serves as the primary contact ot coordinate and oversee the implementation of recommendations.

  • Act as project manager for projects, including LEAN process improvement efforts.


    OPERATIONS

  • Direct and manage ASTRA authorization process for School of Nursing.

  • Oversee the financial activities of the Dean's office operations, including Purchasing, Travel, Petty Cash and reconciliation, Grants & Contracts administration and equipment inventory.

  • Direct, provides guidance on annual and biennium close for Dean's office and Academic departments.

  • Provide policy and operational direction to Departments and Dean's office on internal control systems.


    SUPERVISORY

  • Supervisor the Finance and Administration team, and other personnel or units as required.


    MISCELLANEOUS

  • Perform other duties as required to support the on-going mission and strategic plans of the School.

    Requirements: Bachelor's degree in Finance, Accounting, Business, Public Administration, or related field OR equivalent combination and education and years of experience.


    Additional Requirements:

  • 8 years of increasingly responsible experience in University school/departmental administration and research administration.
  • Working knowledge of operating procedures in a large research university and have strong analytic skills and proficiency in financial and decision support systems.
  • Proficiency in systems and organizational management is essential.
  • Excellent written and verbal skills, a demonstrated ability to communicate effectively with faculty, staff, students, and other constituents, and a commitment to transparency in fiscal decisions.
  • Proven leadership and sophisticated communication skills, effective interpersonal skills, capacity to build and lead teams, be highly organized, detail oriented, and able to effectively manage multiple demands and priorities.
  • Demonstrate a high degree of initiative-taking, problem solving capability, and capacity for innovative thinking. A thorough knowledge of university financial systems is a necessity.


    Desired:

  • Advanced degree in public or business administration, or health administration.
  • Knowledge of revenue enhancement strategies for academic research programs.
  • Experience with a comprehensive approach to strategic planning and organization development.
  • Experience with process improvement techniques and demonstrated effectiveness managing in a culture of change and transition.
  • Prior experience managing through change and implementing reorganization strategies.
  • Demonstrated ability to maintain harmonious working relationships and effectively address complex and sensitive administrative issues.

    Equivalent education/experience will substitute for all minimum qualifications except where there are legal requirements such as license/certification/registration.
